Twitter announced Tuesday that it will be using a new strategy involving the use of behavioral signals to identify internet “trolls” and limit the visibility of their tweets.

CEO Jack Dorsey revealed that behavior such as the frequency of tweets from users about accounts that do not follow them, or users that have not confirmed their email address will determine where and how their tweets will appear on the service, even if the tweets themselves are not violating any rules.

Dorsey said that this should take some of the burden off people who report abusive tweets, citing that past efforts to address the problem seemed like a game of Whack-a-Mole.
