
Congress Approves E-Governance Substitute Bill for Second Reading
The House Committee on Information and Communications Technology (ICT) has approved the substitute bill on e-governance last February 15, 2023.
The substitute bill is a consolidated version of the the “E-Governance Act” (House Bill No. 003) filed by Rep. Ferdinand Martin G. Romualdez, Rep. Yedda Marie K. Romualdez, Rep. Ferdinand Alexander A. Marcos, and Rep. Jude A. Acidre, and the “E-Government Act” (House Bill No. 277) filed by Rep. LRay Villafuerte, Rep. Miguel Luis R. Villafuerte, Rep. Tsuyoshi Anthony G. Horibata, and Rep. Nicholas C. Enciso VIII. It aims to promote the use of ICT in all government offices, including LGUs, state universities and colleges, GOCCs, and other instrumentalities, with the goal of a citizen-centric, inter-connected and transparent governance.
For this purpose, the Department of Information and Communications Technology (DICT) will be the primary implementing body and principal administrator of the Act, while the Philippine Infostructure Management Corporation (PIMC) will manage the ICT assets of the government.
