DILG Issuance on SK Full Disclosure Policy

The Department of the Interior and Local Government (DILG) released DILG Memorandum Circular No. 2023-068 (SK FULL PUBLIC DISCLOSURE (FPD) POLICY: POSTING OF SK-RELATED DOCUMENTS IN THE SKFPD POLICY BOARD) dated April 28, 2023.

 

The purpose of the Memorandum Circular is to lay down the guidelines of the SK FPD Policy, as well as the dates for posting the SK-related documents in the SKFPD Policy Board. This covers all Local Chief Executives, Local Youth Development Offices (LYDOs), SK Chairpersons and other officials, the DILG Regional Directors and Field Officers, the BARMM-MILG, and others concerned. 

 

The SK Chairperson is mandated to set up the SKFPD Policy Board and to ensure that the following SK-related documents/financial documents are posted therein (and even on the SK website or Facebook Account, if any):

 

  1. CBYDP (CY 2022-2204 and every three years thereafter) – This is a three-year rolling plan by the SK in consultation and with the concurrence of the Katipunan ng Kabataan (KK) and anchored on the Philippine Youth Development Plan (PYDP) and the Local Youth Development Plan (LYDP); 
  2. ABYIP (CY 2023, and every year thereafter) – This is a yearly program based on the CBYDP which shall contain specific programs, projects and activities (PPAs) with corresponding costs, and the total resource requirement for the budget year;
  3. Annual budget;
  4. Quarterly Register of Cash in Bank (RCB) and other related financial transactions; and
  5. Monthly Itemized List (MIL) of purchase request (PR), and the PR template.

 

Memorandum Circular No. 2023-068 provides for the fundamental principles in the adoption of the policy, as well as the duties and functions of the persons concerned.
