SEC Extends Discounts for Certain Filing Fees by MSMEs

On 9 January 2026, the Securities and Exchange Commission (SEC) issued Memorandum Circular No. 02, series of 2026 extending discounted filing fee rates for the registration and registration of securities of Micro, Small and Medium Enterprises (MSMEs).

 

First, the registration of the corporation will be discounted by 20% of the assessed fee with the discounted rate being effective until 31 March 2026. Next, the registration of securities will be discounted by 50% of the assessed fee with the discounted rate effective until 30 June 2026. To avail of the discount on the registration of securities, the applicant must also submit a certification of MSME qualification and have a paid-up capital of at least twenty five million pesos (Php 25,000,000). However, agri-business corporations are exempt from the paid-up capital requirement.
